South Lincoln is the epicenter of seismic changes related to Article 3 (aka Option C) rezoning
The largest number of "likely to be built housing units" of Article 3 centers on the Mall. Based on the acreage (4 acres) and HCA zoning density for mixed-use (25 units/acre), building out the Mall under HCA results in the potential for 100 units there alone. Overall, the maximum build out could be an additional 800 units of high density housing condensed within a 1/2 mile radius.
The people who will be most impacted by the proposed rezoning are those who already live in South Lincoln AND do not have the option to sell out to developers. South Lincoln has the highest concentration of middle income households in Lincoln. What are their positions and questions? When asked, here's what's being discussed.
From residents living in five condo and apartment communities within a 1/2 mile radius of the Mall:
Has the town estimated / considered the cost of additional handling and processing of refuse and recycling? (Both staffing and transfer station capacity.)
Has the town estimated / considered the cost of additional coverage for fire and safety (equipment, personnel). How much will these costs increase based on the proposed rezoning and associated development in South Lincoln?
Can fire trucks fit through the newly proposed parking area, with residents cars there, during an emergency?
Regarding parking at the Mall: Where will the people who move in to new condos park their cars? Where will the MTBA commuters park (since their lot will be built upon)? Where will customers for retail at the Mall park?
Taxes will certainly have to go up in order to pay for infrastructure required to support / serve the large increase in population. How much? Doesn’t this force out lower-income residents?
Why is it ok/ fair / sensible to lump all of the new zoning/ building in South Lincoln, when this is already the most densely populated part of town? One neighbor called us “a dumping ground.” No one on the HCAWG lives in the area being considered, and there has been little outreach for input from those of us who will be most impacted.
South Lincoln residents are the most economically diverse in town. If the town truly values / wants to promote diversity and inclusion, why is it okay to ask South Lincoln residents to shoulder 100% of the impact (congestion, noise, light and air pollution) of high density zoning and building. South Lincoln takes one for the town team/town and suffers quality of life, while those with single family homes and 2 acre wooded lots get to enjoy quiet nature and feel better about themselves for passing the HCA.
In order to fully understand the proposed development plans, it is essential for the RLF and Planning Board to provide a scaled, full buildout conceptual site plan for the Mall and Mall area, accurately depicting proposed building footprints, vehicular and pedestrian circulation, a parking space count, and realistically modeled parking spaces for the residential and commercial development to be allowed by right. To rezone this area without this level of basic and vital information, limiting the information to Phase 1 buildout only, is to do a disservice to the zoning plan revision process and the people of Lincoln.
Early in the process of introducing Mall redevelopment to the public, there was a brief mention of a parking garage, (post-Phase I) to be built between Donelan’s and the train tracks. Buildout with a parking garage will look and operate quite differently from development that only uses at-grade parking.
As parking is a key element of balancing the Mall‘s commercial and residential mix – parking quantities dictate how many residential units may be built at the Mall -- we need to see more (and consistent) parking plan details from the RLF and Planning Board.

The following address list for Article 3 (aka Option C) corresponds with the image above. This is a reality check for anyone who doesn't understand what is being rezoned for development and where a developer could build "by-right."
Being an inclusive community is not just a zoning exercise. It's a defining practice of how we treat one another—The upcoming HCA vote will have real, tangible impacts on Lincoln's existing residents, as well as those we hope to welcome in the future. Most residents of these addresses were never directly informed by the town that where they live is being included in HCA zoning for new high-density housing. None of these residents were included in leading roles in the development of Article 3's Bylaws.
